Questions on changing orientation of local coordinate system

Hi,
I face some difficulties in changing the orientation of local coordinate system at the shoulder and arm.

When i change the ARel (axes of orientation) on the shoulder joint, the whole segment of arm change its orientation, but i just want to change the local coordinates with respect to global coordinates.

Can you tell me on how to change the local coordinate system for the shoulder nodes without changing the orientation of the upper arm (segment)?
