I understand from the contents that, the static drivers (DriverVel={0}) are defined for muscles calibration. Thus, muscles calibration are done in a natural position (all joints angles in the drivers are zero) with nstep=1. When, the specific muscles are considered, the muscles calibrate by defining the joints angles (at zero DriverVel) in nstep=1.

Yes the velocities during calibration is zero, the muscles are calibrated for certain static joint positions.
